To achieve the Government‘s Big Four, public officers will need to be developers of services. There is need, therefore, to increase the quality of services rendered,flexibility and accessibility.
All Kenyans want is to access services with ease. As public officers, we have to treat Kenyans with the humanity they deserve.
Let us be defenders of our mother country Kenya. Let us not shame her. Just as we would do to parents, we have to hide her weakness from outsiders lest we shame her and no one would wish to associate with her. Let us be patriotic and proud of her for this far we have reached. It is through appreciating the little gains we have as a country that we will be able to achieve more.
It is important as we do all this, as 21st century public servants, we also be good balancers. This means we need to manage ourselves, demands of the family, our supervisors at work, our work and everything that we do so that to stay afloat.As per the Kenya School of Government Act, 2012, the School is largely known for her capacity building mandate. This broadly refers to the programs offered at the School which leads to transformation of Public Service.
Transformation of the Public Service is the basic reason why the School was formed. This means the School is mandated to elevate the public servants to higher levels of moral standing. Thus the School is a transforming engine that does training, consultancies, policy related research, provide advisory services.There are basic questions that you could be asking yourself by now.
For example, what does it mean to wear the DNA of 21st Century Public Servant? To be a 121st Century public servant it means we must be good story tellers. We tell the story through our actions. But what stories are we telling the public? Are the stories that we are telling in line with the vision.and mission of our organizations. Each day we are continuously creating our stories.
To be a 21st century public servant we need to be resource weavers. Natural resources are always scarce although that cannot be an excuse of not fulfilling the organization‘s targets. We need to be able do more with less. For example since we all know Nairobi City is usually infested by traffic jams it is not a reason that an employee would use that as a reason for being late in an office.
We need also to be system architects. We need to have systems that deliver what the citizenry requires. The systems we need to be able to speak to each other. They should be good conveyor belts of the data being processed for the citizenry which will lead to improve quality of life. When systems are not working well with each other then there is corruption.
A 21st Century public servant needs to be a good navigator too. What does this A captain who is declared a conqueror is one who steers a ship safely through turbulence in the oceans and seas and ensures he delivers everybody and the products on board at the harbour destined. This means one has to be skilled, know what knobs to turn and who to use where and when and how i.e. no silo mentality. For example Counties and National Government have to collaborate in order to deliver to the citizenry. Thus let‘s think of proactive governance and networks.
Finally, the other two attributes of a 21st Century public servant demands that we be stewards of public resources which means we need to be loyal, trusted, accountable and caretakers of citizens and we be effective and efficient public entrepreneurs who would be able to grow our public institutions to greatness.
